The Former President's Progressive Alarm Overlooks Europe's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas represent an existential threat to European civilization. However, this perspective rests on a fundamental misreading of the situation. The true challenge facing the EU is not cultural but economic and technological backwardness.

A Glaring Growth Divide Separating the US and Europe

The data reveal a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry 13.5% growth for the EU. During this time, European income per person fell from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, roughly 50% of the global 50 largest tech companies are US-based, while only four are European.

The Technological Deficit: A Critical Problem

The growing disparity stems from superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech dominance is decidedly American. Over the past five decades, 241 US firms have grown into companies valued at over ten billion dollars, versus just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely agree it is largely a two-horse race between the US and China, with European nations entering at a significant handicap.

Root Causes of the Continent's Technological Lag

A number of major factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic system for financing new ventures. Europe still lacks a genuine capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a service under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. European leaders are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate incentives and regulatory reforms, these assets could support much higher levels of business-led breakthroughs.

The continent retains considerable strengths: skilled workforce, top-tier education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements could trigger a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing next-generation technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's technological decline has been steady. However, without decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
